Oakley Capital Fund V has invested in TICC platform Phenna Group in partnership with Phenna co-founders Paul Barry and David Harrison, who are reinvesting alongside the fund. In parallel Oakley has acquired UK-based CTS Group, which will be integrated into Phenna to expand its testing, inspection and geotechnical capabilities and accelerate international growth.

Phenna Group Acquires STROMA Group Limited

Stroma, headquartered in Wakefield with ~350 employees across 14 offices, provides testing, inspection, certification and building control services across the UK and will expand Phenna's TICC service offering across the built environment.

Intertek Acquires Professional Testing Laboratory (PTL)

Intertek Group plc has acquired Professional Testing Laboratory, LLC (PTL), a Dalton, Georgia-based provider of flooring products testing services. The acquisition expands Intertek's Total Quality Assurance (TQA) capabilities and regional footprint in the Southeast United States, adding PTL's laboratory, 26 technical staff and complementary services to Intertek's North American testing platform.

Bureau Veritas Acquires Advanced Testing Laboratory (ATL)

Bureau Veritas has acquired Advanced Testing Laboratory (ATL), a Cincinnati-based scientific sourcing and laboratory testing services provider serving consumer healthcare, cosmetics/personal care and medical device markets. The acquisition expands Bureau Veritas' Consumer Products Services capabilities and North American footprint; ATL employs over 500 people and generated approximately €31 million in revenue in 2021.

Applied Technical Services Acquires Amphion Analytical Engineering

Applied Technical Services (ATS) has purchased substantially all of the assets of Amphion Analytical Engineering, P.A., a Charlotte-based engineering and analytical services firm. The acquisition adds API certifications, additional licensed Professional Engineers and mechanical integrity capabilities to ATS, and expands ATS's presence in the tire manufacturing, chemical, and pharmaceutical end markets; the new team will be led by Mark Ellis.

Alliance Technical Group Acquires Chemtech Consulting and Air Testing Operations from Civil & Environmental Consultants

Alliance Technical Group acquired Chemtech Consulting Group, Inc. (Mountainside, New Jersey) and the air testing operations of Civil & Environmental Consultants, Inc. (locations in St. Louis, Charlotte and Knoxville) to expand its laboratory and air emissions testing capabilities and geographic footprint. The air testing carve‑out was a divestiture by CEC (advised by AEC Advisors); Alliance said the deals broaden its service coverage across key U.S. markets.
