LeadsOnline LLC, a Plano-based provider of data and investigative technology for law enforcement, has acquired Forensic Technology Inc., the creator of the IBIS ballistic identification system, from Ultra Electronics. The deal brings together complementary forensic imaging and ballistic-identification capabilities, expands LeadsOnline's international footprint, and will operate under LeadsOnline's leadership with Forensic Technology management remaining in place.

Volaris Group has acquired CaseLoad, a Toronto-based provider of customizable case management software for government boards, tribunals, and commissions. CaseLoad will join Volaris's equivant justice and legal technology community as an add-on to expand Volaris' capabilities in the public-sector case management market.

Avenu Insights & Analytics has acquired LTAS Technologies Inc. (doing business as Harmari), a Toronto-based provider of short-term rental identification, monitoring and compliance SaaS for government customers. The acquisition (an add-on to Avenu, which is PE-backed by Mill Point Capital) integrates Harmari's monitoring and machine-learning technology with Avenu's administration and revenue recovery solutions to deliver an end-to-end compliance platform for local, state/provincial and federal governments.

Zencity acquired Vancouver-based digital engagement startup Civil Space to integrate direct community engagement capabilities into its community insights and analytics platform for local governments. Tim Booker, Civil Space's CEO, will join Zencity as Head of Civil Space and lead a new Vancouver office as the companies combine to offer a more inclusive, two-way civic engagement solution.
