Government & Public Sector Acquisitions in Maryland

GovExec has acquired Federal Business Council (FBC), a long-standing producer of government agency events, with financial support from Growth Catalyst Partners. FBC will operate as an independent division under CEO David Powell, and the deal is intended to scale GovExec's events capabilities and reach using its marketing and digital platform; terms were not disclosed.

Macquarie Capital's Growth and Technology team has made a growth investment in Earth Resources Technology (ERT), a Laurel, Maryland–based data systems and technology company serving U.S. federal agencies. The founders will remain with the business and Macquarie will take board seats to support ERT as it expands its client base, capabilities and service offerings into adjacent markets.

The Swift Group, LLC has acquired OPS Consulting, a provider of mission-critical data analytics, high-performance computing, and threat mitigation services supporting the U.S. Intelligence Community and Department of Defense. The deal will enable Swift to expand its capabilities and service offerings for national security customers and accelerate OPS Consulting's growth under the combined organization.

Bluestone Investment Partners, a McLean, Virginia-based private equity firm, has made a strategic growth investment in Precise Systems, Inc., a Lexington Park, Maryland-based provider of engineering, program management and software development services to the U.S. Department of Defense. The transaction supports management continuity (Scott Pfister named CEO) and is intended to accelerate growth and enable strategic M&A to expand Precise Systems' capabilities and reach across DoD customers.

PCS-Mosaic Holdings acquired four intelligence-focused companies (OSI LLC, Agency Consulting Group LLC, Kimmich Software Solutions LLC, and ExaTech Solutions LLC) from ASRC Federal and consolidated them into a new Athenix business unit based in Columbia, Maryland. The move expands PCS-Mosaic’s intelligence community, SIGINT and cyber capabilities and creates scale across its portfolio to pursue additional defense and intelligence contracts.

Renovus Capital Partners has made a significant growth capital investment in Deep Water Point (DWP), an Annapolis, Maryland-based strategic advisory firm serving the Federal marketplace. The investment will support DWP's expansion into new services, talent recruitment, and strategic acquisitions to accelerate growth; 7 Mile Advisors served as sell-side advisor.

Sedgwick has acquired Managed Care Advisors, Inc. (MCA), a Bethesda, Maryland-based government contracting firm that provides workers' compensation case and claims management and specialty health plan solutions to the U.S. federal government. MCA will operate as a wholly owned subsidiary of Sedgwick Public Sector, broadening Sedgwick's access to public sector opportunities and adding federally compliant managed-care capabilities and technology to its offerings.

Vetegrity, LLC acquired DB2, Inc., a Maryland-based small business that provides systems engineering, SETA, software engineering, and project management services to the U.S. Intelligence Community and Department of Defense. The acquisition expands Vetegrity's SETA and engineering capabilities to better support its IC and DoD clients and integrates DB2 personnel into Vetegrity's team.

Argosy Private Equity has exited its investment in Library Systems & Services, LLC (LS&S). LS&S, headquartered in Rockville, Maryland with a corporate location in Riverside, California, is an outsourced provider of services to public and government libraries across the United States and during Argosy's ownership expanded its service offering and developed the LibraryIQ analytics product. Argosy acquired LS&S in January 2015 and implemented its Value Acceleration Methodology; the buyer was not disclosed in the announcement.

AMDEX Corporation, an IT and professional services firm based in Silver Spring, Maryland, has acquired Avar Consulting, Inc., a Rockville, Maryland–based policy research and data analytics firm. Avar will operate as a wholly owned subsidiary of AMDEX, expanding AMDEX's capabilities in health care quality research, survey methodology, program evaluation and data analytics for federal government customers.

White Wolf Capital has completed a recapitalization of JS Global, a Maryland-based government services contractor that builds anti-terrorism and force protection systems. Management will remain a significant minority investor; the transaction provides JS Global with additional capital and resources to accelerate organic growth and pursue M&A initiatives.

Acclaim Technical Services (ATS) has acquired Global Consulting Services, Inc. (GCS), a Rockville, Maryland-based software and systems engineering firm with about 30 employees. The acquisition expands ATS’s mission-technology capabilities—particularly in software development, systems engineering, cloud innovation, configuration/requirements management, and cybersecurity—to better serve Intelligence Community, defense, and law enforcement customers.

Affiliates of private equity firms American Securities and Lindsay Goldberg agreed to acquire the Management Services business from AECOM and launched the standalone government services company Amentum. Headquartered in Germantown, Maryland, the business serves the U.S. federal government and allied governments across defense, intelligence, energy and environmental remediation, and employs more than 20,000 people globally.

GCOM Software LLC acquired GANTECH, Inc., a Columbia, Maryland-based provider of IT consulting, systems management and managed services for state and local government and education clients. The acquisition — terms not disclosed — expands GCOM's Mid-Atlantic footprint and managed-service capabilities; GCOM is backed by Sagewind Capital.
