Government & Public Sector Acquisitions in California

Gravity, a Tampa-based provider of disclosure and budgeting automation for governments, has acquired Cityspan, a Berkeley, California-based provider of cloud-based grants management and performance measurement systems. The deal expands Gravity's platform to include end-to-end grants lifecycle management and performance tools, enabling integrated budgeting, reporting, grants, and citizen engagement for public-sector customers.

VTG, a Chantilly, Virginia-based national security solutions provider, has acquired Loki Solutions LLC, a small intelligence-community-focused services firm founded in 2020. The deal — VTG's third acquisition since receiving a majority investment from private equity firm A&M Capital — expands VTG's Intelligence Community capabilities, contracts and customer base.

Accela, a provider of cloud-based government software, received a strategic growth investment from Francisco Partners while Berkshire Partners remains a significant, equal equity investor. The undisclosed capital will be used to accelerate Accela's product and market growth as the company expands its civic cloud platform for state and local governments.

GCOM, a Sagewind Capital–backed provider of SaaS and technology solutions to state and local governments, has merged with OnCore Consulting, a California-based public sector IT consulting firm. The transaction (supported by a $175 million financing facility with participation from an affiliate of Paceline Equity Partners) expands GCOM's capabilities and presence in the public sector and represents an add-on to the GCOM platform.

Farragut Capital Partners provided subordinated debt and equity to support a majority recapitalization of Atlas Executive Consulting alongside Ignite Labs, LLC and existing management, with LiveOak Bank providing a line of credit. Atlas — a digital consulting firm focused on analytics, data science and program support for the U.S. national security sector — will be the first portfolio company of the newly formed Ignite Digital Services platform.

Deloitte has acquired substantially all assets of Sentek Consulting, Inc. (Sentek Global), a San Diego-based systems engineering and cybersecurity firm that primarily serves the U.S. Navy. The acquisition expands Deloitte’s systems engineering and cyber capabilities and strengthens its presence in San Diego to support Department of Defense and other federal agency missions.

ArchiveSocial, a Durham, North Carolina–based provider of social media archiving for government agencies and school districts, has acquired NextRequest, a FOIA and public records request software provider. The acquisition expands ArchiveSocial's product suite to include public records coordination and request management capabilities to better serve government customers; financial terms were not disclosed.

Government Executive Media Group (GEMG) acquired The Atlas for Cities, an early-stage online community and market intelligence platform for state and local government leaders. The deal was completed with financial support from Growth Catalyst Partners and will expand GEMG's state and local market insights and data capabilities while keeping The Atlas headquartered in San Diego under its existing leadership.

The Riverside Company has acquired Praetorian Digital, a San Francisco–based learning and content platform for public safety and local government, as an add-on to its Lexipol portfolio. The combined business will expand Lexipol’s training, content and compliance offerings—bringing together Praetorian’s large library, audience and SaaS solutions with Lexipol’s policy and training platform to better serve thousands of police, fire and municipal customers.
