AI & Machine Learning Acquisitions in Virginia

DC Capital Partners announced a majority investment in Knexus, an applied AI platform that designs, builds, and operates enterprise-grade AI systems for U.S. defense and civilian agencies. The investment will support Knexus’ growth through business development, technology, and operations to scale its mission-focused AI capabilities for government customers.

Glassbox, a provider of digital experience analytics, has acquired Anodot, a real-time anomaly detection company that uses unsupervised machine learning. The integration will embed Anodot’s anomaly-detection engine into Glassbox’s platform to provide earlier, more granular detection of user-behavior, performance and business anomalies for enterprise customers.

CGI Federal Inc., the U.S. operating subsidiary of CGI Inc., has completed the acquisition of Aeyon, a digital transformation and AI provider to U.S. federal agencies. The deal, which involves Aeyon (backed by Enlightenment Capital), expands CGI’s data, analytics and intelligent automation capabilities and strengthens its relationships with national security and civilian agencies such as the DoD, FAA and NASA.

Funds managed by Carlyle and Insight Partners will make a majority investment in Exiger, a McLean, Virginia–based AI-driven supply chain and third‑party risk management SaaS company. Management, founders and existing investor Carrick Capital Partners are reinvesting equity; the investment will be used to accelerate product innovation, scale the 1Exiger AI platform, and expand customer engagement across government and commercial markets.

BigBear.ai has signed a definitive merger agreement to acquire Pangiam (Pangiam Intermediate Holdings, LLC) in an all-stock transaction valued at roughly $70 million, expected to close in Q1 2024. The deal combines Pangiam's facial recognition and biometric capabilities with BigBear.ai's computer vision and AI analytics to create a comprehensive Vision AI portfolio and expand the combined company's customer base into airlines, airports, identity-verification firms and additional U.S. government contracts.

Tyler Technologies has acquired ARInspect, a Fairfax, Virginia–based provider of AI-powered machine learning solutions for public sector field operations. Tyler will integrate ARInspect's intelligent edge platform into its Application Platform and deploy the technology across state and federal verticals (including environmental protection, disaster recovery, and human services).

i2 Group, a subsidiary of N. Harris Computer Corporation, has acquired Rosoka Software Inc to extend i2's intelligence analysis platform with Rosoka's multilingual natural language processing and unstructured data extraction capabilities. The acquisition integrates Rosoka's text analytics into i2's product line to better support homeland security, law enforcement and financial crime investigations globally.

Torch.AI has acquired B23, a Virginia-based data-extraction and maritime surveillance software company. The acquisition brings B23's maritime AI and data-processing capabilities and founder Brad Kolarov (who joins as Vice President) into Torch.AI's Nexus platform to enhance the company's commercial and public-sector maritime offerings.

Booz Allen Hamilton has completed the spinout of its commercial AI platform Modzy into a new independent company, Modzy, Inc., with Booz Allen retaining a minority ownership stake. Modzy provides a ModelOps/MLOps software platform to help enterprises and federal customers deploy and monitor production-ready AI; financial terms were not disclosed.

Accenture Federal Services (AFS), a wholly owned subsidiary of Accenture, has agreed to acquire Novetta, an advanced analytics and cyber engineering firm serving U.S. defense, intelligence, and law enforcement customers. The deal — being sold by The Carlyle Group — brings Novetta's ~1,300 employees and machine learning, cyber, and cloud capabilities into AFS to expand its national security analytics and digital offerings.

AE Industrial Partners acquired a majority interest in NuWave Solutions, a provider of data management, advanced analytics, AI/ML, and cloud solutions serving the U.S. federal government. AEI will position NuWave as a standalone platform to expand its Defense & Government Services capabilities, and named industry veterans Dr. Reggie Brothers as CEO and Michael Buscher as Chief Growth Officer.

Cubic Corporation acquired MotionDSP to strengthen Cubic Mission Solutions' real-time video image enhancement and processing capabilities. MotionDSP, a provider of advanced video/image-processing and redaction software serving defense, public safety and industrial markets, will be integrated into Cubic's C4ISR and public safety offerings to expand capability and address new growth adjacencies.
